On July 29, President Serdar Berdimuhamedov held a working meeting with the participation of some Deputy Chairmen of the Cabinet of Ministers, velayat hakims, heads of relevant ministries and industry departments, etc. The agenda included the state of affairs in the regions and the agricultural sector, and a number of organizational issues.
The first to speak was the hakim of the Ahal velayat R. Hodjagulyev, who reported on the work being carried out in the region.
It was also reported on the practical steps being taken to ensure proper transportation of harvested wheat from grain receiving points to elevators and warehouses, plowing and leveling areas for next year's harvest, preparing seeds, equipment and units for the upcoming sowing season.
Inter-row cultivation, cotton pinching, mineral fertilization and vegetation irrigation are carried out in the cotton fields of the velayat.
Along with the planting of autumn potatoes, lands for other vegetable and melon crops are being cultivated.
In livestock farms, appropriate measures are being taken to properly maintain livestock, increase its population, and create feed reserves.
In order to improve the water supply of agricultural lands, the melioration state of lands, and the rational and efficient use of water resources, work is being carried out to clean irrigation systems and collectors.
Continuing, the hakim reported on the state of affairs at the socio-cultural and industrial facilities under construction in accordance with the Program for the Socio-Economic Development of the Country for 2022-2028 and the National Rural Program, scheduled for commissioning this year in the velayat. Preparations for the meeting of the Halk Maslakhaty of Turkmenistan were reported.
After hearing the report, the head of state dismissed R. Hodjagulyev from the post of hakim of the Ahal velayat in connection with the transfer to another job.
Then the hakim of the Balkan velayat H. Ashyrmyradov reported on the work being carried out in the western region.
It was noted that the transportation and placement of harvested grain in elevators and warehouses is currently ongoing. At the same time, measures are being taken to ensure timely settlements with agricultural producers for the harvest delivered to the state, as well as with service institutions and enterprises.
In the velayat, plowing of areas cleared of grain is being carried out at a progressive pace. As part of the preparation of land for sowing, work is underway to provide farmers with high-quality seeds.
Inter-row cultivation, mineral fertilizer application and vegetative irrigation are also being carried out in cotton fields. In order to properly implement the instructions of the head of Turkmenistan to further strengthen food abundance in the country, preparation of land for planting potatoes and other vegetable and melon crops in the autumn season is ongoing.
In addition, a report was given on the progress of construction of social, cultural and industrial facilities in accordance with the country's socio-economic development programs, the opening of which is scheduled for the current year. Information was also provided on the ongoing preparations for the next meeting of the Halk Maslakhaty of Turkmenistan, in particular, on the steps taken to ensure the organized participation of public representatives from the region.
Then the working meeting continued with a report by the hakim of the Dashoguz velayat S. Soltanmyradov on the pace of seasonal agricultural campaigns.
As reported, in order to ensure proper storage of the harvested wheat, appropriate work is being carried out to transport grain from collection points to warehouses and elevators without loss. Plowing and seed harvesting are carried out on the sown areas. Payments have been made in full to wheat producers for the harvest delivered to the state.
Inter-row cultivation, soil fertilization with mineral fertilizers and vegetation irrigation are carried out in the areas sown with cotton. Particular attention is paid to the efficient operation of agricultural machinery and units.
In the rice fields of the velayat, crop care continues in accordance with agricultural technology standards.
At the same time, the necessary measures are being taken to prepare for the upcoming autumn sowing of vegetables, melons and other crops.
In addition, a report was given on the state of affairs at the socio-cultural and industrial facilities under construction in accordance with the country's socio-economic development programs, scheduled for commissioning this year, as well as on preparations for the participation of public representatives from the velayat in the meeting of the Halk Maslakhaty of Turkmenistan.
Summarizing the report, President Serdar Berdimuhamedov appointed S. Soltanmyradov as the hakim of the Ahal velayat, relieving him of the post of the hakim of the Dashoguz velayat.
Having expressed sincere gratitude to the head of state for the high trust shown, the new head of the Ahal velayat administration assured that he would make every effort to successfully complete the assigned tasks, and also wished the President of the country and the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Hero-Arkadag good health, longevity, success in responsible work for the benefit of the people and the prosperity of the Fatherland.
In continuation, the head of Turkmenistan appointed D. Babayev, who previously held the position of director of the Research Institute of Grain Growing of the Ministry of Agriculture, as the hakim of the Dashoguz velayat.
Expressing deep gratitude to the President of Turkmenistan for the responsible position entrusted to him, D. Babayev assured that he would work conscientiously, would apply all his strength and knowledge to successfully fulfill the powers entrusted to him and wished Arkadagly Hero Serdar and Hero-Arkadag success in their activities for the benefit of the people and the country.
The head of state, wishing the new leaders success in solving the tasks at hand, signed the relevant documents.
Then the hakim of the Lebap velayat Sh. Amangeldiyev reported on the state of affairs in the region and the progress of agricultural campaigns.

Berdiliyeva of the post of deputy hakim of the Lebap velayat for education, culture, health care and sports in connection with the transfer to another job. President Serdar Berdimuhamedov appointed T. Amanova to this position, relieving her of the post of deputy hakim of the Ak Bugday etrap of the Ahal velayat.
Having signed the relevant documents, the head of Turkmenistan wished the newly appointed leaders success.
Then the hakim of the Mary velayat B. Orazov reported on the state of affairs in the region.
As reported, at present, grain is being transported without losses from reception points to elevators and warehouses, where proper storage of the harvested crop is ensured. The producers of agricultural products have been fully paid for the wheat delivered to the state, and payments for the work performed continue with service enterprises.
Measures are being taken to lay the foundations for next year's harvest, in particular, plowing the land, leveling, feeding with mineral fertilizers, as well as supplying farmers with high-quality seeds, and preparing agricultural machinery and units for the upcoming season.
Cotton fields are being tended, including thinning, vegetation irrigation, and minting. At the same time, agricultural activities are being carried out in the velayat to cultivate land for sowing potatoes, vegetables, melons and other agricultural crops.
Vegetation irrigation and care for seedlings are carried out in areas with sugar beets.
The hakim also reported on the state of affairs at the facilities for various purposes being built within the framework of the Program of the President of Turkmenistan for the socio-economic development of the country for 2022-2028 and the National rural program, the commissioning of which is planned for the current year, and on preparations for the next meeting of the Halk Maslakhaty of Turkmenistan.
After hearing the report, the head of state Serdar Berdimuhamedov dismissed A. Orazova from the post of deputy hakim of the Mary velayat for education, culture, health care and sports in connection with the transfer to another job. Ch. Akiyev was appointed to this position.
Having signed the relevant documents, the President of the country wished success in their work to the newly appointed leaders.
Then the floor was given to the Minister of Agriculture Ch. Chetiyev, who noted that thanks to the tireless efforts of the head of Turkmenistan, large-scale work is being carried out on the comprehensive development of the agricultural sector. A clear confirmation of this is the formation for the purpose of further development in accordance with the best world experience in breeding and seed production of the Research Institute of Grain Growing, the Research Institute of Agriculture, the Research Institute of Cotton Growing, as well as the Center for Seed Production of Agricultural Crops.
Currently, these research institutes are working on the creation of new varieties of cotton, wheat and vegetable and melon crops that correspond to the soil and climatic conditions of the country, and their introduction into production.
Appropriate measures are being implemented for the rational and efficient use of land resources. Also, within the framework of the State Land Cadastre, relevant work is being carried out to provide machinery and equipment.
Then, Deputy Chairman of the Cabinet of Ministers T. Atahalliyev reported on the practical steps being taken to develop the agro-industrial complex.
As reported, in order to successfully implement the reforms initiated by the head of state in the agricultural sector, improve production and economic relations in this sector, provide economic incentives to producers and strengthen the country's food security, starting with the 2024 harvest, state procurement prices for wheat, cotton, rice and sugar beets have been increased.
In order to further increase the efficiency of the industry by improving agricultural management and crop yields, conducting selection on a scientific basis, the State Concern "Türkmenpagta", state associations "Türkmengallaönümleri", food industry of Turkmenistan, livestock and poultry industry, "Türkmenobahyzmat" were created on the basis of the Ministry of Agriculture, and the Research Institute of Grain Growing, the Research Institute of Agriculture, the Research Institute of Cotton Growing and the Center for Seed Production of Agricultural Crops were established under this Ministry.
In the city of Arkadag, built on the initiative of the National Leader of the Turkmen people and thanks to the efforts of the President of Turkmenistan, recognized as the only "smart" city in the region, an administrative building of the agricultural industry, the Scientific and Production Center for Horse Breeding and the International Academy of Horse Breeding named after Aba Annayev were put into operation.
As part of the ongoing work to protect the environment and ensure ecological well-being in the country, the Interdepartmental Commission of Turkmenistan on the reduction of methane emissions has been established. Desert ecosystems of the state nature reserves "Gaplaňgyr" and "Bereketli Garagum", the "Repetek" State Biosphere Reserve are included in the UNESCO World Heritage List. Our country has joined the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
As a result of the tireless efforts of the President of the country to economically stimulate domestic agricultural producers, create favorable conditions for their conscientious and productive work, make timely payments for grown products, as well as improve the living conditions of the rural population, this year more than 1 million 400 thousand tons of wheat were harvested on the fertile Turkmen land and over 2150 tons of cocoons were obtained.
In order to improve the water supply of agricultural lands in the velayats and the melioration state of the land, the rational and productive use of water resources, water is collected in reservoirs, river banks are strengthened, and irrigation systems and collectors are cleaned.
To ensure proper storage of the wheat harvest collected this year, the necessary work is being carried out to transport grain from reception points to warehouses and elevators.
At the same time, cotton gins, reception points, combines are being prepared for the upcoming harvest, as well as agricultural machinery, units and seeders - for sowing wheat.
In livestock farms, in order to properly care for animals, increase their population, and improve productivity, appropriate work is being carried out to prepare forage reserves.
The country is also taking the necessary measures to increase the number of Ahal-Teke horses, their proper care and maintain the purity of the breed.
Currently, cotton crops are being tended, and in the Dashoguz and Lebap velayats - rice fields, as well as preparations for the cotton harvest season.
In order to obtain future rich harvests of wheat, winter potatoes, vegetables, melons and other food crops, the appropriate preparations are being made for the start of their sowing.
Then the floor was given to the Chairman of the Central Bank T. Malikov, who reported on investments directed to the agricultural sector.
As reported, for the successful implementation of large-scale reforms in agriculture under the leadership of the President of Turkmenistan, further development of the industry in accordance with the requirements of the time, and improving the standard of living of the rural population, the state is investing huge funds.
In this regard, it was reported on the measures taken to meet the needs for loans in the agro-industrial complex. The indicators for providing preferential bank loans within the framework of state support to small and medium-sized businesses, private producers for the purchase of machinery and equipment were also announced.
Addressing the participants of the working meeting, President Serdar Berdimuhamedov emphasized that agriculture is one of the key sectors of the national economy.
Today, the country is taking comprehensive measures to develop the agricultural sector and improve the management of its structural divisions.
Research institutes for grain growing, farming, cotton growing, as well as the Center for Seed Production of Agricultural Crops have been opened under the Ministry of Agriculture, which will provide significant assistance in breeding new varieties of agricultural crops and improving seed production activities, the head of state continued.
New departments for grain and cotton growing, livestock and poultry industry, food industry and technical maintenance of agriculture have also been created on the basis of the Ministry of Agriculture.
Farmers are fully provided with technical services, water, mineral fertilizers, seeds, and chemicals. Payments for the delivered products are made in a timely manner.
Starting with this year's harvest, state purchase prices for grain and cotton have been increased, which is aimed at economically stimulating producers.
All conditions have been created in Turkmenistan for the fruitful work of farmers.
President Serdar Berdimuhamedov noted with satisfaction that, thanks to the measures taken, the courageous workers of the fields have achieved great success, namely, this year they have delivered more than 1 million 400 thousand tons of grain and over 2 thousand 150 tons of cocoons, and are also growing a rich harvest of cotton. At the same time, the head of state drew attention to the need for full-scale use of the production potential of the agricultural sector, scaling up the implementation of advanced scientific and technological developments and a digital system.
Addressing the Deputy Chairman of the Cabinet of Ministers in charge of the agro-industrial complex, the relevant heads and hakims of the regions, President Serdar Berdimuhamedov ordered a systematic analysis of the financial and economic situation, material and technical base, production and business processes at specialized production facilities, and bringing agricultural processing enterprises to full capacity. At the same time, it was instructed to continue the reconstruction of existing and construction of new agro-industrial infrastructure facilities, and to take comprehensive measures to reduce the cost of goods and work. Separate instructions concerned the work of research institutes to improve seed production of wheat, cotton and other agricultural crops.
The head of Turkmenistan ordered to increase the range and volumes of consumer goods produced, ensure the targeted and effective use of agricultural machinery purchased by the state, land resources allocated for growing crops, and accelerate the creation of a unified system of the State Land Cadastre. The instructions also concerned the adoption of appropriate measures to rationalize water use, create additional water reserves, monitor the state of hydraulic systems and optimize them.
As President Serdar Berdimuhamedov noted, in order to improve the supply of water to lands, it is also necessary to strengthen and clean the coastline of canals, accelerate the pace of work to combat salinization of lands by improving their melioration condition and clogging of drainage.
At the same time, the head of state ordered to keep under constant control comprehensive measures to protect and enrich the unique ecosystems, flora and fauna of Turkmenistan, consistently introduce advanced methods and innovative technologies for the development of livestock and poultry farming. As for the development of horse breeding, it was instructed to increase the number of horses and carry out work in this area on a scientific basis.
Then, addressing the hakims of the velayats, President Serdar Berdimuhamedov ordered to take appropriate measures for the timely implementation of the adopted programs at the local level, to ensure strict control over the pace and quality of construction of facilities.
Having emphasized the approaching new academic year, the head of state instructed to keep issues related to the repair of educational institutions in the velayats in the center of constant attention, as well as to begin comprehensive preparations for the 33rd anniversary of the country's independence in order to celebrate the holiday with labor achievements.
Speaking about the international conference on seed production of agricultural crops, which will be held in Ashgabat in September this year, the President of the country ordered to thoroughly approach the organizational work to hold it at a high level.
A number of other issues were also considered, on which appropriate decisions were made.
