Freight traffic on the railway infrastructure with limited capacity will continue to be dominated by goods transported under separate decrees, orders and instructions of the President of the Russian Federation, Kommersant writes with reference to the new version of the rules of non-discriminatory access (NPD) of carriers to the railway transport infrastructure. It was approved by a government decree on May 27 and will enter into force on September 1, 2024.

In 2022, HDPE was suspended due to the urgent need to export the products of enterprises that had lost European markets. Instead, temporary rules for determining the priority of cargo transportation have been introduced. The temporary rules, unlike the HDP, are adopted and adapted at the level of the Board of JSC "Russian Railways", and not the government. For two years, the temporary rules have been constantly changing, and it was decided to fix the changes that were made to them in the HDP, Kommersant notes. According to Russian Railways, Russian Railways, now about 60% of the carrying capacity of the Eastern landfill is reserved for cargo "on instructions". First of all, this is export coal from Kuzbass, Buryatia, Khakassia, Tuva, Yakutia and the Irkutsk region with a total export quota to the east in 2024 of 99.3 million tons. At the same time, Russian Railways has already warned that it will not be able to export the entire volume due to the orders issued for the priority export of other categories of cargo, primarily petroleum products.
