Dear forum participants! I sincerely congratulate you on the opening of the 3rd Turkmen-Chinese Scientific and Innovation Forum "Innovations, New Technologies, and Issues of Their Implementation in Production." Today, the accelerated development of science has led to the emergence of innovative fields of activity, expanding the horizons of scientific research and mutually beneficial targeted partnerships. Therefore, we strive to elevate science to higher levels and activate international cooperation in the field of science and innovative technologies, which we have defined as the main goal of our scientific and technical policy. Comprehensive measures are being taken in this regard, allowing us to maintain the sustainable growth of the state. At the new stage of the industrial revolution, which ensures an innovative path of development, we are implementing international programs and large-scale projects, thereby consistently increasing the potential of the national economy and improving the living standards of citizens. The grand reforms being carried out in independent neutral Turkmenistan within the framework of the widespread introduction of the digital system are leading to the emergence of new sectors, industrial productions, and innovative management methods. At the same time, at the modern stage of the state's development, we are implementing smart projects based on the latest information and communication technologies. Thanks to the scientifically grounded initiative of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, academician Gurbanguly Berdimuhamedov, we have realized the first phase of the city of Arkadag, fully based on innovations. We have also established the International Scientific and Technological Park of the Academy of Sciences of Turkmenistan. This year, in September, an International Investment Forum was held in Ashgabat. Within its framework, an International Conference on attracting high technologies and innovations to the economy of Turkmenistan and the specialized exhibition HI-TECH–2024 were organized. At the same time, we approved the Strategy for the Development of the Science Sector in Turkmenistan for 2024–2052, thus launching a new phase of scientific and innovative reforms. Dear scientists! The People's Republic of China is one of Turkmenistan's main strategic partners. Turkmen-Chinese cooperation in politics, economy, energy, agriculture, transport, and communications, among other areas, is actively and fruitfully developing, taking into account new factors of global development, national interests, and the priorities of socio-economic growth of our friendly states. Turkmenistan and China are countries that strive to direct their economic, cultural, and natural potential towards universal progress, maintaining peace and prosperity on the planet. The People's Republic of China is among the leading countries in terms of development, including in the field of science and high technologies. Based on this, constructive partnership in the field of culture, education, and science, the training of qualified personnel, as well as the introduction of advanced technologies and innovative scientific and technical developments into production, has become a key direction of bilateral relations. In this regard, the Subcommittee on Scientific and Technical Cooperation of the Turkmen-Chinese Intergovernmental Committee on Cooperation is functioning. The high pace of global economic development is directly related to the achievements of science based on innovations and technologies, and therefore we in Turkmenistan pay special attention to innovative developments, the application of advanced practices, and modern technologies in the economy. Through the industrialization and modernization of the national economy, the creation of innovative industrial enterprises producing a wide range of high-quality and competitive products in domestic and foreign markets, we are consistently strengthening our country's position in the global economy. Rapid achievements in this matter are closely linked to the introduction of the latest achievements of science and technology, the best world practices into production, as well as scientific and technical progress in general and the new opportunities provided by innovations, precise engineering sciences, and information technologies. We have significantly intensified cooperation in areas such as nano-, bio-, and chemical technologies, information and communication and computer technologies, new materials research and energy, molecular biology, agriculture, ecology and genetics, modern medical and pharmaceutical production technologies, innovative economy, and humanitarian sciences. All this not only gives a significant impetus to economic growth in the Eurasian space, forming interconnected production and technological stages, an innovative industrial environment, but also aims to solve many social issues, improving the living standards of people.
