On October 3, under the chairmanship of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, a meeting of the Presidium of the supreme representative body of the people's power of Turkmenistan was held. It was attended by members of the Presidium, the Chairman of the Mejlis, Deputy Chairmen of the Cabinet of Ministers, representatives of political parties and public associations, a number of departments and the media.
The agenda included consideration of the tasks arising from the decisions of the Halk Maslahaty meeting, which was successfully held on the eve of the 33rd anniversary of the country's independence.
Opening the meeting and addressing the members of the Presidium, the National Leader of the Turkmen people Hero-Arkadag emphasized that we recently celebrated the 33rd anniversary of the sacred independence of our sovereign country at a high level. Our people met this holiday with great victories.
As is known, on September 24, the regular meeting of the Halk Maslahaty of Turkmenistan was held, where the results of the achieved successes, the work done and the milestones reached in the country were summed up, and the key tasks that we face in the new historical era in accordance with the demands of the time and new economic conditions were discussed.
At the meeting of the Halk Maslahaty, President Serdar Berdimuhamedov made a number of decisions aimed at the further comprehensive development of the independent neutral Fatherland, and signed the relevant Decrees, Hero-Arkadag emphasized.
Therefore, based on the provisions of Articles 15 and 16 of the Constitutional Law of Turkmenistan "On the Halk Maslahaty of Turkmenistan", we convened a meeting of the Presidium of the highest representative body of people's power. The tasks set at the meeting of the Halk Maslahaty will be discussed at it, the National Leader of the Turkmen people said.
Noting that members of the Presidium, the Chairman of the Mejlis, Deputy Chairmen of the Cabinet of Ministers, representatives of political parties and public associations, a number of departments and the media had gathered here today, Hero-Arkadag, moving on to the first issue on the agenda of the current meeting, namely, the discussion of the measures being implemented and the upcoming tasks following the meeting of the Halk Maslahaty of Turkmenistan, emphasized the Decree signed by the head of state at the meeting of the Halk Maslahaty in the context of declaring 2025 the International Year of Peace and Trust. In this regard, the floor was given to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov.
As R. Meredov noted, at the meeting of the Halk Maslahaty of Turkmenistan, held on September 24 of this year, strategic issues related to various areas of the country's development were discussed. In the historic speech of the National Leader of the Turkmen people, it was emphasized that the possibilities for further development of Turkmenistan and long-term goals were analyzed. In particular, the country's foreign policy was discussed, and it was also said that in 2025, the 30th anniversary of Turkmenistan's permanent neutrality would be widely celebrated at the international level.
Particular emphasis was placed on the fact that Hero-Arkadag noted the importance of declaring 2025 the International Year of Peace and Trust by the UN General Assembly on the initiative of our country. The Deputy Prime Minister, Minister of Foreign Affairs quoted the words of the National Leader of the Turkmen people: "Neutrality is our doctrine, calling for the maintenance of peace throughout the planet, friendly and fraternal relations between peoples, unity, proclaiming the ideals of humanism."
In his speech, the President of Turkmenistan paid much attention to the foreign policy strategy of our state. In this regard, it was emphasized that Turkmenistan is actively implementing equal and mutually beneficial cooperation with various countries of the world, prestigious international organizations, in particular, with the UN.
As noted, based on the issues considered at the historic meeting of the Halk Maslahaty of Turkmenistan, the President of Turkmenistan signed the Decree "On holding events to mark 2025 - the International Year of Peace and Trust".
According to this document, the Mejlis of Turkmenistan, the Cabinet of Ministers, the Ministry of Foreign Affairs, political parties and public organizations are instructed to hold celebrations and events at a high organizational level to mark the International Year of Peace and Trust and to create a State Organizing Committee.
In this regard, the Deputy Prime Minister proposed to prepare a plan of events and celebrations that will be held on this occasion.
The program will reflect the policy of neutrality, strengthening peace, security and trust, developing a culture of dialogue, climate change and ecology.
In particular, it was proposed to hold an International Forum in Ashgabat in December 2025 dedicated to the results achieved in 2025 - the International Year of Peace and Trust, issues related to the future of world politics, as well as an International Parliamentary Dialogue on Peace and Trust, a meeting of the Group of Friends of Neutrality for Peace, Security and Sustainable Development on the occasion of the International Year of Peace and Trust. In addition, to organize an international conference on the role of women in strengthening peace and trust, an international youth meeting on peace and trust, an international conference dedicated to peace, trust and neutrality at the UN headquarters in New York in the first half of 2025, to hold international events on the occasion of the International Year of Peace and Trust in the second half of next year as part of Geneva Peace Week, which will be held in Geneva (Switzerland), and a friendship ceremony during 2025 at the UN International Center located in Vienna.
Noting that Hero Arkadag makes great efforts in the practical implementation of the principles of peace and trust, R. Meredov emphasized that the beautiful poem presented to our people by the National Leader of the Turkmen people clearly expresses the ideas of peace and trust, and also reveals the role of our country in strengthening peace and security.
In conclusion of his speech, the Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs assured that at today's meeting of the Presidium of the Halk Maslahaty, based on the instructions of Hero Arkadag, the necessary work will be carried out in order to implement the relevant Decree of the President of Turkmenistan.
After hearing the speech, the National Leader of the Turkmen people emphasized that at the 63rd plenary meeting of the 78th session of the United Nations General Assembly, on the initiative of Turkmenistan, 2025 was declared the International Year of Peace and Trust, which indicates recognition throughout the world of our country's tireless efforts to strengthen global peace and strengthen trust between states.
As noted, guided by the legal status of positive neutrality, Turkmenistan attaches great importance to the development of cooperation with all states and authoritative international organizations.
The development of equal and mutually beneficial relations with countries of the world is one of the main directions of our state's foreign policy, said the National Leader of the Turkmen people, emphasizing that in this regard, preparations for the organized holding of celebrations and events to mark the International Year of Peace and Trust should be at the highest level.
In addition, it was noted that the most important historical and significant date - the glorious 30th anniversary of Turkmenistan's permanent neutrality - should be celebrated with great success in the coming year 2025.
Then the National Leader of the Turkmen people Gurbanguly Berdimuhamedov moved on to discussing the upcoming tasks and work carried out in the fields of science, education, healthcare and sports, as well as measures to improve the education of young people, giving the floor to Deputy Chairman of the Cabinet of Ministers of Turkmenistan B. Orazdurdiyeva, who informed about the "Strategy for the Development of Science in Turkmenistan for 2024-2052", approved at the meeting of the Halk Maslahaty.
As noted, at the meetings of the Halk Maslahaty of Turkmenistan, created on the initiative of Hero Arkadag, complex issues related to the development of our country are discussed and important decisions are made. The doctrines and tasks set by the President of Turkmenistan and Hero Arkadag at the meeting of the Halk Maslahaty, held on the eve of Independence Day, as well as the decisions taken and documents signed, gave a new impetus to the development of the state.
The Deputy Prime Minister noted that the activities initiated by the National Leader of the Turkmen people aimed at improving the structure and strengthening the legislative framework and material and technical base of the systems of science, education, health care, sports, and raising the level of education of our society are currently successfully and consistently continuing with the use of domestic and international experience, advanced achievements of science and technology, within the framework of cooperation with foreign countries and major international organizations.
Thanks to the far-sighted initiatives of Hero Arkadag, science and education have become a solid foundation for the comprehensive development of our state, strengthening its position in the economic and scientific-cultural world space, and today great efforts are being made to modernize these systems. Guided by the concepts, strategies and programs developed on the initiative of President Serdar Berdimuhamedov and Hero Arkadag, educational activities are being improved in accordance with recognized international standards, a highly educated, patriotic generation is being formed, high-level specialists are being trained, scientific research is being conducted in important and promising areas, advanced inventions and scientific and technical achievements are being introduced into the national economy. It was noted that the approval by the President of Turkmenistan of the "Concept for Improving the Methodology of Teaching General Education Programs in Turkmenistan until 2028" and the "Strategy for the Development of the Science System in Turkmenistan for 2024-2052" indicates that the reforms of the Hero Arkadag to modernize the science and education systems continue in the new historical period.
In addition, emphasis was placed on the fact that thanks to the tireless activity of Hero Arkadag, Turkmenistan has become known in the world as a country with a developed sports movement, where international competitions and world championships are held at a high level, and high humanistic principles of physical education and sports are respected. As noted, the proclamation of Ashgabat as the City of New Sports Opportunities of the CIS, and the Tennis Complex in the structure of the Olympic Village - the "Educational and Training Center of the Asian Region" is a clear confirmation of the recognition of our success in this area at the global level.
In conclusion of her speech, B. Orazdurdyeva emphasized that she would make every effort to further implement the tasks in the educational sphere outlined at the meetings of the Halk Maslahaty by Arkadagly Hero Serdar and Hero Arkadag, to fulfill important instructions for an in-depth study of Turkmen culture, literature and history based on a new theory and to create an international research center in the city of Arkadag to develop new strategies, concepts and programs. The Deputy Prime Minister also assured that, guided by the exemplary teaching of the National Leader of the Turkmen people, the Chairman of the Halk Maslahaty of Turkmenistan, all the planned tasks will be strictly implemented.
Summarizing the speech, Hero-Arkadag noted that under the leadership of Arkadagly Hero Serdar, our independent neutral country is carrying out comprehensive work to develop the scientific and educational sphere, large-scale activities are carried out in accordance with the adopted national programs, important decrees and decisions are adopted.
Accordingly, in the future, we should pay attention to the development of the scientific sphere, strengthening its material and legal base. Particular importance should be attached to the introduction of scientific achievements, innovations and a digital system into production, Hero-Arkadag emphasized. It was noted that it is necessary to further strengthen cooperation between research institutions, higher education institutions and production. Institutions involved in science and education should be provided with highly qualified specialists.
On the third issue on the agenda of the meeting of the Presidium of the Halk Maslahaty, the National Leader of the Turkmen people gave the floor to the Chairman of the State Committee for the Construction of the City of Arkadag under the President of Turkmenistan D. Orazov, who reported on the work carried out in the city and the "Concept for the Development of the City of Arkadag for 2024-2052" adopted at the meeting of the Halk Maslahaty.
As noted, thanks to the efforts of the Hero Arkadag, the Halk Maslahaty of Turkmenistan actively participates in resolving issues of national importance, further strengthening the unity and cohesion of the people, and implements appropriate measures to promote the comprehensive development of an independent neutral state. This tradition of people's democracy occupies a worthy place in the socio-political life of the country.
Touching upon the decisions of the meeting of the Halk Maslahaty held on September 24, D. Orazov noted that under the chairmanship of the National Leader of the Turkmen people, important tasks aimed at ensuring a happy and prosperous life for the people, the successful advancement of the country along the path of prosperity and progress were discussed at the next meeting of the Halk Maslahaty of Turkmenistan.
Hero-Arkadag and the head of state set tasks that need to be solved in order to further improve the standard of living of the population, develop our country in all areas, and identified specific tasks for their implementation.
In this regard, one of the joyful events for the residents of the new city was the Decree signed by the President of Turkmenistan "On Approval of the Concept of Development of the City of Arkadag for 2024-2052". The document sets out the implemented, currently implemented and upcoming tasks for the development of the city, it was also noted that the priority is the harmonious and sustainable development of all city systems, proper conditions for living, work and rest of the population, improving housing and living conditions.
D. Orazov emphasized that this Decree became a significant event for the united workers of the city of Arkadag, increased their sense of responsibility.
In conclusion of his speech, the Chairman of the State Committee for the Construction of the City of Arkadag under the President of Turkmenistan assured the National Leader of the Turkmen people that he would work tirelessly to increase the beauty of the white marble city of Arkadag, wishing the Hero-Arkadag and Arkadagly Hero Serdar good health, longevity and great success in historically important matters aimed at the benefit of the people and the country.
After listening to the speech, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov emphasized that exemplary work is currently being carried out in the city of Arkadag, comfortable residential buildings, administrative buildings, educational and healthcare institutions, shopping and entertainment centers and parks are being built and put into operation, focusing on the high pace of the second stage of city development.
In accordance with the "Concept of Development of the City of Arkadag for 2024-2052", it is necessary to achieve harmonious and sustainable development of all systems of the city of Arkadag. Through the widespread introduction of digital technologies into the city management system and their regular improvement, it is necessary to ensure the living, working and rest conditions of residents, and increase employment.
Continuing his speech, Hero-Arkadag noted that the Halk Maslahaty of Turkmenistan is the highest representative body of people's power, in our neutral state it has become a noble tradition to consult with the people - to regularly hold Halk Maslahaty.
At the same time, it was emphasized that at present the activities of the Halk Maslahaty of Turkmenistan are enriched with new content, it is considered an important tool for strengthening the unity, cohesion of the people, management and development of society, and along with all sectors, effective work is being carried out to improve people's power.
The National Leader of the Turkmen people expressed his firm confidence that each of the participants in the meeting will work tirelessly to successfully implement the tasks set before them and will make a worthy contribution to the development of the sovereign Fatherland.
